Cotton Belt Federal Credit Union Celebrates 90 Years Strong
Ninety years ago, Pine Bluff Arkansas looked very different.
Railroad engines moved through town each day, and the repair shops of the St. Louis Southwestern Railway, known as the Cotton Belt Railroad, were among the city’s largest employers. Hundreds of mechanics, machinists, and railroad workers helped keep trains moving across the region.
In 1936, amidst the Great Depression, eleven of those railroad employees came together with a simple idea. They believed that by pooling their money, they could help fellow employees borrow during times of need and improve their financial stability and independence.
That vision became Pine Bluff Cotton Belt Railway Employees Federal Credit Union.
Nearly a century later, what began as a small cooperative created by railroad workers has grown into Cotton Belt Federal Credit Union, a trusted institution serving thousands of families across southeast Arkansas.
A Tradition of People Helping People
In its earliest days, the credit union existed for a simple reason: to help people when they needed it most.
The credit union began with just $55 in assets, operating out of a cigar box kept in a desk drawer. As the organization grew, it moved into two small rooms on railroad property near the employee lunchroom; an early step forward that reflected both its growth and its commitment to serving members where they were.
The first loan limit was just $50.These small loans often helped workers cover essential needs such as food, housing, medical expenses, or other day-to-day costs during uncertain times.
By 1948, it had increased to $100, reflecting the steady growth of the cooperative.
From those modest beginnings, the credit union continued to evolve. It hired its first full-time employee Marcella Wester, in 1966, established a building on East 6th Avenue that was later expanded, and by 1967, increased its loan limit to $10,000.
Throughout that growth, the purpose remained unchanged: people helping people. That spirit continues to shape Cotton Belt’s work nearly nine decades later.
Building on a Strong Foundation
Under the leadership of CEO Greg Hutchins, Cotton Belt continues strengthening its foundation while staying true to its community-focused mission.

Expanding Membership Across the Region
As Cotton Belt celebrates its 90th anniversary, the credit union is also expanding access to more communities across the region.
Residents who live or work in Lonoke, Cleveland, and Lincoln counties are now eligible to become members of Cotton Belt Federal Credit Union.
“Through this expansion, we’re able to bring affordable financial services, lending options, and trusted guidance to more communities across southeast Arkansas,” said Hutchins. “It’s an important step in continuing our mission to serve and strengthen the communities that need it most.”
Cotton Belt is certified as a Community Development Financial Institution (CDFI), meaning it is a mission-driven, not-for-profit lender focused on providing fair and accessible financing to individuals and communities that have historically been underserved by traditional banking institutions. Through this work, Cotton Belt helps support economic growth and expand opportunity across the region.
By expanding membership into these counties, the credit union aims to bring more financial choice to communities that benefit from additional access.
Today, Cotton Belt Federal Credit Union serves more than 5,700 members across southeast Arkansas and manages approximately $70 million in assets. What matters most, however, is not the numbers but the relationships it builds with the people it serves.
Looking Ahead
What began in 1936 with $55 in a cigar box has grown into a trusted, community-focused institution serving families across Arkansas.
While much has changed over the past nine decades, the purpose that inspired Cotton Belt’s founding remains the same. For 90 years, the credit union has earned the trust of the communities it serves.
