Nominations for Board of Directors

As a member-owned financial cooperative, our Board of Directors play a vital role in setting our strategy, guiding our mission, and making sure that the people we serve are always at the heart of the decisions we make.

Nominations for the Cotton Belt Federal Credit Union Board of Directors are now open. As a member-owned cooperative, the people who sit on our voluntary Board represent the communities we serve—and members like you—so we want to ensure every member has the opportunity to vote.

Nomations Committee Announces Candidates

With two two-year positions set to expire in 2028, applications that were received by August 15, 2025 were reviewed by the credit union’s Nominating Committee and filed with the secretary of the Board August 31, 2025.

The Nominating Committee presents the following candidates for the 2026 Board of Directors election.

Joe Spadoni, Jr.
Incumbent

Mr. Spadoni has faithfully served on our board since 1999, his dedication is legendary. He routinely volunteers many hours serving the credit union by presenting issues affecting credit union members to both local and national legislators. Mr. Spadoni also presides as Chairman of the Credit Union Chapter serving all the credit unions in southeastern Arkansas.

He and his wife Betty live in White Hall. Mr. Spadoni studied Mechanical Engineering at the University of AR at Monticello.

 

 

Randy Shell
Incumbent

Mr. Shell serves both on the Board of Directors and as Supervisory Committee Chairman. His ability to handle complex issues is evident in his service to both boards. A portion of his duties include overseeing the annual exam by our certified public accountants which he has faithfully performed since 2008.

Mr. Shell studied Electronics at UEI. He and Lou Ann have run the family farm for many years in Pine Bluff.

 

 

Joey Richmond
Incumbent

Mr. Richmond, is a retired locomotive engineer who had 30 years with the railroad.

He has been serving as a volunteer at Cotton Belt FCU for over 20 years. He is a very involved member of our board serving in various positions.

He and his wife, Patty, have three sons, Tyler, Nathan and Nicholas.

 

 

 
Nominations by Petition

Looking for ways to serve your community? You can also nominate yourself (or someone else) by petition. Anyone interested should call our President/CEO, Greg Hutchins, on 870-535-6365, to receive the Nomination by Petition Rules and Guidelines.

For a petition to be valid, it must contain the signatures and member numbers of 1% of Cotton Belt Federal Credit Union members in good standing, age 18 or older. The petition must be signed by the nominee indicating willingness to serve if elected and include a resume, short biography of qualifications and a photograph.

The petition and other required documents must be returned to Cotton Belt Federal Credit Union, Nominating Committee, 1703 River Pines Blvd., Pine Bluff, AR 71601 no later than November 1, 2025.

Board nominations will be confirmed at our 90th Annual Shareholders Meeting on January 30, 2026, from 12pm to 2pmat the White Hall Community Center, 9801 Dollarway Rd, White Hall, Arkansas.
