Nominations for Board of Directors

As a member-owned financial cooperative, our Board of Directors play a vital role in setting our strategy, guiding our mission, and making sure that the people we serve are always at the heart of the decisions we make.

Nominations for the Cotton Belt Federal Credit Union Board of Directors are now open. As a member-owned cooperative, the people who sit on our voluntary Board represent the communities we serve—and members like you—so we want to ensure every member has the opportunity to vote.

Nomations Committee Announces Candidates

The nomination process for the Board of Directors has been announced for two, two-year positions that expire in 2028. Volunteer applications that were received in August 2026 were reviewed by the nominating committee and filed with the Board of Directors September 15, 2026.

The Nominating Committee presents the following candidates for the 2027 Board of Directors election:

Jay Callaway
Incumbent

Jay Callaway is a 1978 graduate of White Hall High School.  He worked as a Railroad Engineer for 42 years and also served as Local Chairman for the Brotherhood Of Locomotive Engineers and Trainmen. Jay currently serves on various Boards and Charities around the State. 

A few are C.A.R.T.I,  Make-A-Wish, T-Ball, and is active with the youth of the Jefferson County area, local Chambers and Small Business Associations. 

He is also an active member of White Hall United Methodist Church.

Lynn Milroy
Incumbent

Lynn has served on the Board of Directors for many years. She is a Pine Bluff Native and has volunteered through many opportunities serving the youth and the senior citizens in our Great State of Arkansas.

She is a retired Registered Nurse and has worked at JRMC and in various positions for DHHS. She is married to Earl Milroy, a retired engineer for the Cotton Belt RR. They have a son, Britt Milroy, a RR engineer and a daughter, Robyn Ward, who is married to a RR man, Shawn. Lynn and Earl have six grandchildren and three great grandchildren.

Nominations by Petition

In accordance with your Credit Union’s Bylaws, nominations for vacancies on the Credit Union’s Board of Directors may also be made by petition.

Any member wishing to be nominated by petition for an open position on the board should contact Greg Hutchins, President/CEO, 870-535-6365, to obtain the Nominations by Petitions Rules and Guidelines.

For a petition to be valid, the petition must contain the signatures and member numbers of 1% of Cotton Belt Federal Credit Union members in good standing, age 18 or older. The petition must be signed by the nominee indicating willingness to serve if elected and include a resume, short biography of qualifications, and a photograph.

The petition and other required documentation must be returned to Cotton Belt Federal Credit Union,  Attn: Nominating Committee, 1703 River Pines Blvd., Pine Bluff, AR  71601 no later than November 15, 2026.
